Updated the IT99 page for the new dispersion model format.
This is the relaxation dispersion model for 2-site exchange on all times scales (with the constraint that p<sub>A</sub> >> p<sub>B</sub> $p_A \gg p_B$ named after Ishima and Torchia (1999). The reference This model is:labelled as '''IT99''' in relax.
